The purpose of the HOME Homebuyer and Rehabilitation Program is to conserve, rehabilitate, and improve residential property owned and occupied by low and moderate income residents. In addition, this program also provides down payment and closing cost assistance to qualified households wanting to purchase a home.

Rental Housing Development: This program is designed to assist affordable housing development opportunities for low income households. Through this program, we construct affordable housing for communities served by the agency. This program was initiated in 1999 and since that time 104 units of affordable housing have been developed. Funding is provided by the State Department of Administration, Division of Housing and Community Development.

Neighborhood Stabilization Program: This program works to stabilize communities that have suffered from foreclosures and abandonment. Through funding from CDBG, we purchase foreclosed and abandoned homes with the goal of redevelopment through rent or resale.
