ICAA’s Business Development Program serves clients in Ashland (except the city of Ashland), Barron, Bayfield, Burnett, Clark, Douglas (except the city of Superior), Iron, Price, Rusk, Sawyer, Taylor, and Washburn Counties. Our Business Development Department assists entrepreneurs in achieving self-sufficiency through self-employment. Clients of the program receive technical assistance in all areas of business.
Although the primary focus of the program is to help low-income entrepreneurs start new businesses, we also provide business development services to entrepreneurs to preserve or increase jobs at existing, qualifying businesses.
Clients of the program receive technical assistance in all areas of business including:
- website development
- social media
- financial analysis
- business plan development
- business management
- loan packaging
- case management
- group training sessions
- and more!
Loan packaging and ongoing case management is available. Assistance is offered in a classroom setting or on a one-on-one basis. Through the program, individuals may be able to take advantage of a Micro Loan Fund as well as financing through traditional lenders.
Program funding is made available through partnerships with USDA, WDVA, WEDC, and WISCAP.

Main Street Tacos: Local Success!
Meet Rachel and Sandra! In 2017, they opened their family-run business, Main Street Tacos, in Hayward, WI. ICAA’s Business Development program had the privilege of coming alongside them to help with a business plan as well as some training and technical assistance.
